The Law on Investments provides that the activities of the Local Economic Development and Investment Support Unit will be carried out by the Office for Local Economic Development, which has taken over all professional and operational tasks related to creating the conditions for attracting and realizing new investments, gathering information concerning local investment environment, promoting the investment potential of the city and directly supporting the implementation of investment projects. City of Niš, Office for Local Economic Development is currently working on more than 100 potential investment projects.
Clean earth capital

American company CLEAN EARTH CAPITAL – project related to the construction of apartments for members of the security forces under the Contract and Annex to the Contract with the Ministry of Defense of the Republic of Serbia and the City of Niš and construction of a business-shopping complex.
The investor has so far invested € 8,500,000.00.
Three buildings wings (7 000m2) are owned by the City of Niš, and it is expected that they will be transferred to the Ministry of Defense of the Republic of Serbia.
The process of building other facilities is ongoing.

Delta real estate

The investor started construction of the Delta Planet Shopping Center on February 19, 2020 as well as business and housing facilities on the site of the former Nišexpres transportation company garage.
The total area of the planned building is 40 000m2.

Nais motel

The investor has completed the first phase – construction of a tourist and recreation complex.
The investor and the City of Niš financed development of Detailed Regulation Plan of Tourist and Recreational Complex “Nais 1 and 2”, worth RSD 2.500.000.
Further implementation of the Phase 2 of the project according to the Urban Plan is expected.
Credo

Slovenian investor CREDO plans to build a mini hydroelectric power plant in Sićevo at so called „Banjica“ location.
At the session of the City Assembly held on December 26, 2018 Detailed Regulation plan (PDR) was adopted.
Further implementation of the project “Banjica” is in progress and the investor has submitted a request for conditions to EPS. Issuance of conditions and continuation of the procedure are expected.
Electric Utility Power Company (Elektroprivreda Srbije)

At the session of City Assembly held on December 26, 2018 Detailed Regulation plan (PDR) was adopted.

Spintec precision

A Hong Kong-based company started manufacturing metal parts and gears for Johnson Electric company.
In the Jastrebac factory complex, the investor leased a warehouse of 1 250 m2 with associated land for two years, with the possibility of extension and purchase of the facility and land.
Phase III realization is expected – construction of an additional 3000 m2 for capacity expansion (first two phases completed – renting the facility, equipping the site and reconstruction, as well as employing 100 workers).
The implementation of the project is expected to be continued.
Fazi DOO

Domestic company for the production of electronic devices, software products and LED displays.
Due to the expansion of capacities, the process of purchasing the adjacent parcel and building under construction was started, adjacent t to the company itself at the address Novoprojektovana bb – Industrial Zone North.
Resolving property relations and cadastral registration are underway.
In the coming period, it is expected that the project will be implemented and the new construction site will be formed – re-allotment, preparation of the project-technical documentation and acquiring all necessary permits for reconstruction and extension of the existing facilities for merging into one unit.
Milšped

The MILŠPED company is interested in building a logistics development zone at the airport and an intermodal logistics center.
The company bought a number of cadastral parcels southwest of the airport towards Popovac village and formed a complex.
The investor wants to implement the project in three phases:
Construction of an intermodal container terminal (Phase I), construction of a 15,000 m² storage space (Phase II), construction of a 15,000 m² warehouse space with track (Phase III).
A detailed regulation plan for the complex was adopted in January 2020.
The plan is expected to be implemented and the issuance of the necessary construction permits are expected in the period to come.
XXXL Lesnina & Momax

The investment is related to the construction of a business – shopping facility.
The investor owns the land on Nikola Tesla Boulevard, north of the EKO petrol station.
The surface area of the planned facility that is the subject of the investment is about 30 000m2.
Urban project for construction was adopted and confirmed on January 30, 2019.
The process of allotment completed along with the registration to the Republic Geodetic Authority and the property relations resolved.
During 2020 activities on obtaining all necessary permits for construction of the facility and preparation of technical documentation are expected.
Construction commencement planned for 2021.
BC Better collective

The company has been operating in our City since November 2016. It started with three employees and now employs 108 developers with a tendency to constantly expand the number of employees.
OLED took an active part in implementation of project phases and at the end of 2019 the company was relocated to the new premises.
Throughout 2020, OLED will work on encouragement to expand existing activities and help tackle current problems.
XINGY Automotive Lighting

A China based investor plans to manufacture LED headlamp lighting for well-known automobile manufacturers.
Planned employment of up to 2000 workers (over a five-year period).
The location permit for the construction of the plant was issued in February 2020 and construction is in progress.
The initiative to declare this project a project of national importance was referred to the Government of the Republic of Serbia in December 2019.
Casa grande

Domestic company CASA GRANDE after 20 years on the market and construction of a retail facility on St. Constantine Boulevard, plans to build a 1,500 m2 storage on a 22-acre parcel. The company sells and manufactures furniture.
After the urban development project was approved by the Niš City Planning Commission, the investor developed the project technical documentation and obtained all necessaryconstruction permits.
The facility was completed at the end of 2019, and is connected to the utility infrastructure and is currently in the process of technical inspection.
The commencement of operation is expected.
Tridonic Zumtobel group

After the opening of the factory in Niš, in September 2018, the Austrian company, a leading manufacturer in the field of innovative solutions for lighting and production of ancilliary components, started with operation of the Tridonic Group, within the same complex.
Tridonic is a part of the Zumtobel Group.
This company has referred to RAS (Serbian Development Agency) for incentives for a new investment project in Niš.
Planned number of new jobs is 400 (full-time employees).
The Niš City Council issued a Decision on establishing the TRIDONIC project as a special importance project for the City of Niš.
The investor plans to expand and upgrade the existing facility in the eastern part of the plot.
Supernova MTK centar DOO

Supernova is an Austrian company interested in building a 16,500m2 Shopping Mall on the location of Nikola Tesla Boulevard and the newly built boulevard (extension of Somborski Blvd).
The development of an urban project is underway, which is being prepared by the PE Institute for Urban Planning, followed by the adoption of the same by the City of Niš Planning Commission.
Adoption of the Urban Plan is to be followed by the property resolving of cadastral parcels with the City of Niš.

After successful completion of the first phase of the project and construction of a 15,000m2 factory, the investor launched the implementation of the second phase of the project, which included: extension to the existing facility that now comprises 25,000m2, completion of the property procedure and construction of a gas nitrogen gas station, construction of a bicycles overhang and an external parter landscaping. Preparation of documentation for issuance of location conditions and building permit for the new 14,200m2 factory is underway.
Planned employment for the next 5 years is 2 400 workers.
For the final realization of the second phase, the City will co-finance the removal of the existing sewage from the investor`s parcel (financing and drafting of technical documentation), upgrade sidewalks and organize new public transport lines.

Pursuant to the Conclusion of the Government of the Republic of Serbia, the City of Niš has developed the project-technical documentation for the displacement of all existing above-ground and construction of two new 35kV power lines, at a location south of the Dimitrije Tucović street, in the vicinity of the Leoni factory, which would create conditions for the implementation of the project of construction of a new production facility. The completion deadline is spring 2020.
With the conclusion of the Government of the Republic of Serbia, funds were provided in the EPS Business Plan for the relocation of two existing above ground and construction of two new power lines, as well as transformer substations in the amount of RSD 89 473 562, 54.
QUALIS Electronics-SIE

The company is interested in building a factory in the Donje Međurovo industrial zone, the site of a former Dytech investor from Italy. With the owner of the former investor, the company Sumi Rico from Japan, a pre-contract was made, confirming the intention to invest in the facility comprising 9 253, 21 m2.
The realization of this investment requires land owned by the City, on the site of a former Dytech investor from Italy, of 25 827 m2, free of charge or at a more favourable price than the market price.
In February 2020, the City Council ordered the Office for Local Economic Development, in cooperation with the investor, to develop a Study on disposal of publicly owned construction land with no liability for compensation.

The company intends to invest in the location “Lozni kalem” and build a business-tourist center, for the trade fair –shopping, sports- recreational and housing-residential purposes, accompanied by the existing spa facilities.
