Project management sector
The Project Management Sector is a significant driver of the development of infrastructure and capital projects in the city of Niš, aiming to contribute to economic and social progress through the efficient use of domestic and international financial resources. The sector is responsible for the planning, organization, control, and implementation of projects that are of strategic importance for the city, including projects funded by EU funds, domestic and international donations, as well as capital investments. By providing support in all phases—from project application and preparation to implementation and reporting—the sector enables sustainable development and enhances the quality of life for citizens.
This sector serves as the backbone of the development policy of the City of Niš, promoting innovative solutions and partnerships that foster sustainable economic and infrastructure development.
The Sector consists of two departments:
The Project Management
The Project Management Department focuses on planning and implementing development projects, preparing applications for funding, coordinating with local and international partners, as well as monitoring and reporting on the outcomes of projects funded by donor programs. This department also works on promoting projects and fostering collaboration with institutions and organizations to maximize the potential of project funding.


The Capital Projects Department
The Capital Projects Department is responsible for the analysis, planning, and implementation of capital investment projects, the preparation and execution of capital investment programs, as well as collaboration with domestic and international donors. This department coordinates all relevant stakeholders to ensure effective management of large infrastructure projects, monitoring the impact of investments, and aligning project documentation with development and legal frameworks.
ENERGY RENOVATION OF THE CITY OF NIŠ
The project “Clean Energy and Energy Efficiency for Citizens in Serbia” (SOURCE) is financed by the International Bank for Reconstruction and Development (IBRD) and implemented by the Ministry of Mining and Energy of the Republic of Serbia, in cooperation with local government units.
The general goal of the “Clean Energy and Energy Efficiency for Citizens in Serbia” project is reflected in the implementation of the “Energy Renovation Program for Family Houses and Apartments”, carried out by the City of Niš. This program aims to protect the environment and improve the efficient use of energy.
The specific objectives include the energy renovation of family houses and apartments to achieve energy savings, enable rational energy use, increase the use of renewable energy sources in households within the City of Niš, and reduce greenhouse gas emissions.

The City of Niš, through the Directorate for Local Economic Development and Investments, actively implements a series of development projects that contribute to the city’s economic and infrastructural progress. These projects are carried out with financial and technical support from the European Union, as well as bilateral donors such as UNDP, UNOPS, GIZ, and others. Financial institutions, including the European Investment Bank (EIB) and the French Development Agency (AFD), also play a significant role in the implementation of these initiatives. Thanks to these partnerships, the City of Niš continuously works on improving the quality of life for its citizens and creating sustainable conditions for future development.

Project Management – The Key to Efficiency and Success
Effective project management significantly enhances organizational efficiency and team productivity, directly impacting the final outcomes of projects. The project management framework establishes a clear connection between the implementation of strategies, resource management, reporting, and risk control that arises during execution.
At the City Administration for Local Economic Development and Investments, we apply five key process groups in project management:
- Project Initiation
In this phase, we define the initial idea and obtain approval for its further development. A basic project structure is created, which serves as the foundation for all subsequent steps.
- Project Planning
Planning is the essence of project management. During this phase, we determine what needs to be done, how, within what timeframe, who will be responsible for execution, and how the process will be monitored and controlled. A well-designed plan is crucial for the success of the project, and most of the management processes take place during this phase.
- Project Execution
This phase involves the practical implementation of project activities. In addition to carrying out planned tasks, this stage also involves managing communication, quality, risks, and the project team itself.
- Monitoring and Control
Monitoring and control are integral processes carried out throughout the entire project duration. These processes ensure adherence to the plan, control of scope, timeframe, and budget, and allow for timely responses to challenges.
- Project Closure
In the final phase, the project is formally closed. Here, we assess whether the project goals have been met and carry out the closing processes, including reporting, archiving of documents, and evaluation of results.
The comprehensive project management structure includes a total of 49 processes distributed across these five process groups. Their implementation ensures systematic execution, reduces risks, and increases the likelihood of successful project completion, directly contributing to the achievement of strategic objectives.
