Public Calls by the Ministry of Economy

 

The Ministry of Economy has announced public calls for three programs aimed at fostering the development of entrepreneurship: financial support for women entrepreneurs and youth, financial support for business beginners, and support for development projects.

The programs are implemented by the Ministry of Economy and the Development Fund, and they consist of a combination of grants and favorable loans provided by the Fund.

The Support Program for Small and Medium-Sized Enterprises for Equipment Procurement in 2021 is being implemented by the Ministry in cooperation with selected banks and leasing companies.

On the Entrepreneurship Portal, entrepreneurs can find all the necessary information in one place—what is needed to start a business (“Support for Starting a Business”), how to access support for further development (“Support for Growth and Development”), and how to achieve strong business performance (“Support for Innovation, Digitalization, and the Green Economy”).


Development Agency of Serbia (RAS)

The Development Agency of Serbia (RAS) has announced a Public Call for participation in the Support Program for Companies for Export Promotion, intended for the food and wood processing sectors. RAS is also implementing a Support Program for companies aiming to enter the supply chains of multinational corporations.

In addition, RAS has issued a Public Call for participation in the Program for the Internationalization of Companies and Entrepreneurs, which includes exhibiting at individual international trade fairs as part of the Serbian national stand.


RRA JUG in Niš https://www.rra-jug.rs/ as one of the accredited regional development agencies (ARRA), RRA JUG in Niš actively collaborates in the implementation of various programs. RRA JUG also provides non-financial services, including advisory support, training, and mentoring.

Business entities whose founders have completed the free training for starting a business, as part of the Standardized Set of Services Program for MSMEs (micro, small, and medium-sized enterprises), implemented through ARRA, are given priority when applying for support from the Ministry of Economy.

Ministry of Trade, Tourism, and Telecommunications

 

Public Call of the Ministry of Trade, Tourism, and Telecommunications for Support to the Hotel Industry

In order to achieve more balanced territorial development of capacities, competitiveness, and investment potential at the local and regional levels, as well as the development of MSMEs and the rural economy, particularly in the sectors of tourism, trade, telecommunications, and the information society, an agreement on cooperation has been signed between the ministry and regional agencies. The priority will be the promotion of tourism, training for local tourist organizations and agencies, as well as the enhancement of ethno-tourism destinations.


 

National Employment Service (NES)

The National Employment Service implements the following programs and measures of active employment policy:

5.Subsidized employment and self-employment:

 

5.1. Subsidies for the employment of unemployed individuals from the category of harder-to-employ groups – youth under 30 years of age – without qualifications/with low qualifications, youth in institutional care, foster families, and guardianship families; individuals over 50 years of age who have excess employee status; Roma; persons with disabilities; employable recipients of cash social assistance; long-term unemployed; victims of domestic violence.

On April 2, 2021, the National Employment Service (NES) announced 13 public calls/competitions for direct financial support to employers and the unemployed.


 

The Regional Chamber of Commerce of the Nišava, Pirot, and Toplica Administrative Districts (RCC Niš).

 

The most significant activities involve organizing local events, carrying out international activities, education, projects, and dual education for entrepreneurs at the regional level.

There are still 200 available spots for training and funding of newly established entrepreneurs, future startups, cooperatives, and micro and small businesses, as part of the second cycle of the Serbian Government’s Entrepreneurship and Self-Employment Promotion Program.


 

National Alliance for Local Economic Development (NALED)

 

The available incentives of NALED.

 

-Incentives for self-employment

-Exemption from payment of taxes and contributions on salaries for newly established companies, entrepreneurs in the personal income system, and agricultural entrepreneurs;

-Exemption from payment of taxes and contributions on the salaries of founders of newly established companies engaged in innovative activities

-Subsidies for self-employment ranging from 200,000 to 240,000 RSD

-Financial support for business investments

-Grants for start-ups

-Grants for investment projects

-Grants for the purchase of new equipment

-Early development program to support projects up to 80,000 EUR

-Tax credit for investing in innovative start-ups, up to 30% of the investment made

-Employment incentives

-Refund of 65-75% of paid taxes and contributions for newly hired employees

-Exemption from payment of part of taxes and contributions for pension and disability insurance (PIO) for newly employed qualified personnel

-Reduction of the tax and contribution base by 70% for the salaries of newly settled individuals

-Administrative simplifications

-Electronic calculation of tax liabilities and generation of e-solutions for flat-rate taxpayers

-eRegistration of entrepreneurs and the establishment of limited liability companies electronically via the APR website

-Electronic submission of tax returns and issuance of certificates on paid taxes and contributions on salaries electronically

In collaboration with the Government of Serbia and with the support of Philip Morris, NALED is implementing a public call for the allocation of the first one million dollars in grants to small businesses and anyone looking to digitize their operations and invest in the development of innovative products and services to capture new markets. Through the first pillar of the project, over the next three years, more than 3.5 million dollars will be awarded through grants, supporting around 100 local start-up teams, entrepreneurs, and micro, small, and medium-sized enterprises.


 

The Business Registers Agency.

Within the Directorate for Local Economic Development and Investments, the Sector for Investment Support and Business Environment Improvement employs staff who can provide relevant information at any time to interested individuals regarding company establishment, registration of entrepreneurial activities, and the creation of regulations and other acts, based on agreements with the Business Registers Agency.
